The physically handicapped include persons who are inca- pacitated by such severe injuries as may occur through traffic or industrial accidents; such debilitating diseases as leprosy, cerebral palsy, multiple sclerosis, TB, poliomyelitis; and by congenital defor- mities. Training in such skills as carpentry, repair of electrical appliances, leather work, gardening, light mechanical work, printing and tailoring are mainly provided in the Aberdeen Rehabilitation Centre and the World Rehabilitation Fund Day Centre which are operated by the Department. Sheltered work is also available for the severely disabled in the Department's Settlement for the Severely Disabled. This Centre has recently been expanded to accommodate 80 workers and 35 residents. Voluntary agencies which also provide facilities for the education and training for the physically disabled include the Red Cross Tsz Wan Shan School, the John F. Kennedy Centre, the Lutheran World Federation Pui Oi Club and the Heep Hong Club.
33. Liaison and Placement. Vocational assessment, guidance and Training represent only part of the rehabilitative process; rehabilitation is not complete unless the disabled trainee is restored to a normal place in the community. To this end the Family Services Division has a Liaison and Placement Unit whose primary task is to ensure as far as possible the placement of selected disabled persons in suitable remunerative employment; it achieves this by maintaining frequent contacts with Government Departments, factories and busi- ness houses; and other employers. The extent of successful rehabilita- tion may be measured by the fact that, during the year, the unit found suitable employment for 239 disabled persons, out of a total of 387 applying for jobs.
CHAPTER IV
GROUP AND COMMUNITY DIVISION
34. Community development implies a process by which the people of an area are encouraged to acquire a better appreciation of the needs and problems which affect them, both as individuals and as members of the community to which they belong, and through mutual co-operation to promote their own well-being, as well as the common interest. It is a process which touches the activities of many Govern- ment Departments, and not least the Social Welfare Department.
