Whether it be, therefore, in the fields of child or youth welfare, of the various categories of handicapped or of providing better training facilities for welfare workers, the move is towards more positive re- habilitation and the development of the community, both as a whole and as individuals so that all and each may become better adjusted to their environment and able to achieve a satisfactory social life within the limits of their capabilities.
110. With proper planning the resources available can be better co- ordinated and thus used effectively in the most economic way.
