disabled trainee is restored to a normal place in the community. To this end the Family Services Division has a placement and liaison unit whose primary task is to ensure as far as possible the placement of selected disabled persons in suitable remunerative employment; it achieves this by maintaining frequent contacts with Government Depart- ments, factories and business houses, and other employers. The extent of successful rehabilitation may be measured by the fact that, during the year, the unit found suitable employment for 213 disabled persons, out of a total of 280 applying for jobs.
CHAPTER V
TRAINING
80. The development of effective social welfare services depends largely on the employment by Government and voluntary welfare agencies of qualified and trained workers. While professional social work training at the academic level is available in both local and overseas universities, the role of the Training Section of the Department is, firstly, to organize in-service training programmes for persons who are academically untrained but already employed in social welfare work; secondly, to provide opportunities for trained social workers to further their knowledge, skill and interest in their profession, through the pro- vision of carefully planned refresher courses; and thirdly to advise on and implement measures which facilitate staff development, fieldwork placement and pre-service training.
81. The Training Section is headed by a Principal Social Welfare Officer, who is assisted by two Social Welfare Officers and six Assistant Social Welfare Officers. The various forms of training used include lectures, seminars, practical demonstrations, as well as such audio-visual facilities as the Department's film library, which contains films and slides available on loan to voluntary welfare organizations on request. Recent donations from UNICEF have augmented the stock of films in the library.
RELATIONS WITH THE UNIVERSITIES
82. The University of Hong Kong has a three-year social science degree course and a one-year post-graduate diploma course in social studies. In 1969-70, 6 students completed and 7 more enrolled for the
