(e) An embryonic Public Relations Unit, formed in May 1969 and headed by the Senior Administrative Assistant, acts as a regular channel of information on departmental activities and gives advice generally on public relations matters affecting the Depart-

ment.

19. Finally, the Department is represented on a number of statutory councils, boards and Committees in three of which the Director of Social Welfare is the Chairman, and on a number of non-statutory bodies. Details regarding the composition and terms of reference of the major committees and boards are given in Appendix 2.

CHAPTER II

GROUP AND COMMUNITY WORK DIVISION

20. Community development implies a process by which the people of an area are encouraged to acquire a better appreciation of the needs and problems which affect them, both as individuals and as members of the community to which they belong, and through mutual co- operation to promote their own well-being, as well as the common interest. It is a process which touches the activities of many Govern- ment departments, and not least the Social Welfare Department.

21. The Group and Community Work Division works within this broad aim of developing more integrated communities by helping people, and particularly young people, to take part in healthy and rewarding pursuits through which a sense of mutual co-operation and civic responsibility can grow and a capacity for leadership can be developed. One of the ways by which the Division tries to achieve this aim is through work done in its community and social centres, situated mainly in resettlement estates and new towns.

22. There are 4 community centres at Wong Tai Sin, Tsuen Wan, Kwun Tong and Tai Hang Tung while a fifth will soon be opened in Yuen Long and a sixth is being planned for Chai Wan. In addition, two social centres have been established in the Western district of Hong Kong Island and at Sheung Shui in the New Territories.

23. These centres provide facilities for a large number of welfare services as well as serving as a focal point for social, cultural, rec- reational and community activities. The services commonly found in
