centres and institutions. A detailed account of the work of this Division is given in Chapter IV.
17. Each Division is headed by a Senior Principal Social Welfare Officer. They are responsible to the Assistant Director of Social Welfare for the administration of social welfare services provided by their respective Divisions, and they assist the Director of Social Welfare in the formulation of policy. They are in turn assisted by Principal Social Welfare Officers, each of whom is responsible for the administration of their respective divisional or sectional offices, centres and institutions, and acts as a consultant in his or her own specialized field of service. Each Division is staffed mainly by trained professional officers with the support of executive, clerical and menial staff.
18. The Headquarters Administration co-ordinates the work of the Divisions as well as other Sections and Units in the Department. The Administration is made up of the following components:
(a) The Directorate is formed by the Director of Social Welfare and the Assistant Director of Social Welfare, who are assisted by the Senior Administrative Assistant and a Professional Assistant respectively.
(b) The Secretarial Division is headed by the Departmental Secretary, who is responsible for staff matters and also supervises the work of the Accounts Office as well as a small unit which provides secretarial services to various committees.
(c) The Training Section, headed by a Principal Social Welfare Officer, organizes various in-service training courses for the staff of the Department, other Government Departments and some of the voluntary welfare organizations, and field work for social work students of the universities. The Section also gives advice on all matters related to the training of social workers both locally and overseas, and a fuller description of its duties is given in Chapter V.
(d) The Planning and Research Unit, headed by an Administrative Officer, is responsible for the formulation of research projects on social welfare matters, and for the forward planning and development of Colony-wide social welfare services. The Unit also assists the Department and the voluntary welfare organiza- tions in planning for the extension of their services in Resettle- ment, Government and Government-subsidized low cost housing estates.
