children and young persons. Some of these institutions also provide short-term care and supervision of juveniles on remand. Chapter III gives account of the work of the Division during the year.

13. The Group and Community Work Division provides services which generally aim at the development of responsible citizenship through the promotion of regular and seasonal community activities. This work is done through eight community, social and youth centres, four District Community Officers, and liaison with a number of voluntary welfare organizations providing similar services. A fuller description of the work of the Division is given in Chapter II.

14. The Family Services Division is responsible for the provision of a wide range of social welfare services which aim at helping people with problems affecting them as individuals or as families. These services are provided initially through a network of 12 casework offices and are further supported by three specialized and centrally- administered Sections which are responsible for the administration of public assistance, the rehabilitation of the disabled and the care and protection of women and children. These specialized services are provided through 38 offices, centres and institutions. A detailed account of the work of this Division is given in Chapter IV.

15. Each Division is headed by a Senior Principal Social Welfare Officer. They are responsible to the Assistant Director of Social Welfare for the administration of social welfare services provided by their respective Divisions, and they assist the Director of Social Welfare in the formulation of policy. They are in turn assisted by Principal Social Welfare Officers, each of whom is responsible for the administration of their respective divisional or sectional offices, centres and institutions, and acts as a consultant in his or her own specialized field of service. Each Division is staffed mainly by trained pro- fessional officers with the support of executive, clerical and menial staff.

16. The Headquarters Administration co-ordinates the work of the Divisions as well as other Sections and Units in the Department. The Administration is made up of the following components:

(a) The Directorate is formed by the Director of Social Welfare and the Assistant Director of Social Welfare, who are assisted by the Senior Administrative Assistant and a Professional Assist- ant respectively.
