into the discipline of regular working habits or helping him through recreational pursuits to join freely in normal social intercourse. The Society is managed by an active voluntary committee and has a chief welfare officer and twelve caseworkers. Besides the Social Welfare Department, the Prisons Department, the Police Force and the Secretariat for Chinese Affairs also each provide an observer or adviser for this Society's Committee; the Prisons Department has now taken over the administration of the government subvention, but this has not in any way reduced this department's involvement with the Society.
65. Also of assistance to the Probation Service is the Rennies Mill Student Aid Project. Some juveniles, including probationers, have been referred to the Project for assistance in the form of accommodation and education.
CHAPTER IV
FAMILY SERVICES DIVISION
66. As has already been stated in the introduction to this report a principal feature of the year's work was the reorganization of the structure of the department. This chiefly affected-indeed it resulted in the creation of what is now known as the Family Services Division a grouping which incorporates the former Child Welfare, Women and Girls', Relief and Special Welfare Sections, and is intended to co- ordinate as far as possible the casework services and supporting specialist institutions that together aim to deal with the varied problems of many thousands of individuals and families.
67. The casework service is provided chiefly through district office, some of which also supervise smaller general purpose sub-offices. Specialist institutions are administered by Principal Officers with special- ist experience located at headquarters who also act in a consultative role to back up district offices, and undertake liaison with voluntary agencies within their specialist field. The whole division is administered by a Senior Principal who is assisted by an experienced personal assistant.
68. The first of the district offices was established in 1965 on the Island at Western Magistracy Building to serve the area west of Garden Road. It is under the direction of a Social Welfare Officer and has a
