individuals mainly through three district offices, as well as specialized services through institutions, clubs and other units. It encompasses work formerly carried out by the Child Welfare Section, the Relief Section, the Special Welfare Services Section and the Women and Girls Section.
25. The Probation and Corrections Division operates the probation service and institutional service including a combined probation and remand home for boys and a similar home for girls, an approved school for boys and a probation hostel for young men who are ordered as a condition of their probation to reside there while going out to work.
26. The Group and Community Work Division, formerly the Youth Welfare Section, is responsible for youth activities, community centres and community organization. It is responsible for the running of four community centres and two social centres, and organizes a variety of activities for young people throughout the year. The Training Unit, which remains as a separate section, is responsible for in-service training of staff from both the department and voluntary organizations and pro- fessional staff development.
27. In connection with this reorganization a new grade with the title of Senior Principal Social Welfare Officer was established. One of these posts was filled by the officer heading the Group and Community Work Division; the second by the officer in charge of the Probation and Corrections Division; the third by the head of the Family Services Division. The post of Assistant Director (Administrative) ceased to exist and his responsibilities for administrative control of the Department under the Director were redistributed amongst other headquarters staff.
28. The Senior Principal, Group and Community Division and the Senior Principal, Probation and Corrections Division are each assisted by a Principal Social Welfare Officer. The Senior Principal, Family Services Division is assisted at the Headquarters level by three Principal Social Welfare Officers who are responsible respectively for rehabilita. tion, public assistance, and the welfare of children and women. Each of these acts as a consultant in his or her own particular field by tendering expert advice and opinion both on general matters and specific cases. They hold direct responsibilities for all departmental clubs and institu- tions which fall within their speciality and bear responsibility for super- vision of the staff which man these institutions. They also maintain liaison with voluntary agencies and to this end attend meetings of the
