Kong by ship; the origin of this obsolescent enactment was mainly to prevent trafficking in women and children (see Appendix 21). The social workers in the Special Welfare Services Section of the department aspire to perhaps a greater degree of specialization than their colleagues elsewhere. Work with those suffering from some disability of body or mind and the duty to find ordinary jobs in the ordinary world for people who are clearly at first sight not ordinary at all do require special talents but they still exercise general professional skills.

CHAPTER IX

TRAINING

95. Constructive social work services must have well-trained staff, whether they are to be employed in the voluntary or in the official field. Full-time formal courses at the two universities continue to provide an invaluable source of trained workers. The University of Hong Kong has a one year post-graduate course leading to a Diploma in Social Studies but will discontinue its two year course for matriculates leading to a Certificate in Social Study when the final examinations are held in 1967 in order to make way for the development of a three year social work degree programme. Twelve students completed the diploma course in 1966: ten are enrolled in current year for the Certificate and nineteen for the post-graduate Diploma. At the Chinese University of Hong Kong training in social work as a major course is given by the Chung Chi College Department of Sociology and Social Work and the United College Department of Social Work. Twenty-four students graduated as Bachelors of Social Science with major in social work this year. Field work instruction is an integral and important part of social work training. Since qualified supervisors for the field work training of students are rare, six departmental officers have been appointed as supervisors by the two Universities. The Certificate and Diploma awarded by the University of Hong Kong and the degree in Social Science awarded by the Chinese University of Hong Kong qualify a person for appointment in the department as Assistant Social Welfare Officer, but the holder of a Certificate enters at a lower salary point.

96. The Extra-Mural Departments of the two Universities continued to offer background courses and during the year many officers of the department took courses in such subjects as psychiatry and Social Work and Social Psychology and Our Daily Work with People while eight
