95. Five officers completed courses oversea during the year. Four of these were at universities; in Social Welfare Administration at the University College of Swansea, in Community Development Work and Adult Education at London, in Social Work (with particular reference to Welfare of the Physically Handicapped) at British Columbia, and a course in Casework at Toronto; the fifth course was one in probation work, arranged by the Home Office in London. Two officers of the Special Welfare Services Section represented the Department at the second Asian Conference on Work for the Blind held in Kuala Lumpur in May. Two officers, from the Youth Welfare and Child Welfare Sections, took part in the Cleveland International Programme for Youth Leaders and Social Workers from April to August. One officer of the Special Welfare Services Section attended the International Congress on Mental Health in Amster- dam in July, and another the Fourth World Congress of the Deaf at Stockholm in August. The Assistant Director (Professional) and the Principal Social Welfare Officer (Youth Welfare) attended the Workshop on the Role of Local Leadership in Community Development organized by ECAFE at Bangkok in August.

96. At the end of March, ten officers were still engaged in higher studies abroad; four for the degree of Master of Social Work (two being in their second year of study) at the University of Toronto, two taking a single year course at the same University, one attending a course in Audio-Communicative Disability at the University of New York, one a course in Psychiatric Social Work at the University of Edinburgh, one a course in Social Welfare Administration at the University College of Swansea, and one a special combined course of training in Moral Welfare and Probation Work in England.

97. The Social Work Training Fund received no further capital contributions during the year but was able to meet all its commitments from income. The Asia Foundation made a special grant in respect of a consultant's emoluments. At the close of the year the Fund's capital remained at $3,500,000. Grants from the fund went towards additional costs incurred by the in-service training courses and the courses at the two Universities, over $96,000 being granted in all to the Universities. The total expenditure amounted to rather more than $132,000. The functions and membership of the Fund's Committee are printed at Appendix 3; full information is contained in a separate report by the Trustee.
