19. The lack of suitable local literature, particularly in Chinese, was a handicap which was overcome to some extent by translating a few suitable articles and pamphlets during the year. The dearth of social work teaching material in Chinese, closely adapted to the cultural and economic environment of Hong Kong, is perhaps the most serious obstacle to the development of fully effective courses of training; concentrated effort and energetic action is called for to fill this gap, and it is hoped that the social work profession will meet the challenge thus presented.

20. Where agencies organize in-service courses specially designed for their own staff, the role of the Training Unit is to complement these, by offering foundation courses. The Unit has therefore collected data on in-service training programmes being developed by various organizations, with a view to co-ordinating training facilities generally.

21. An Advisory Committee on Social Work Training was establish- ed during the year and held its first meeting on the 31st July, 1962. Ten members were appointed by H.E. the Governor with the Director of Social Welfare as Chairman and the Principal Training Officer as Secretary. The Committee met four times during the year. One of its main functions was to support, assist, and guide the three Consultants on Social Work Training in the formulation of their proposals. An ad hoc Sub-Committee was appointed in February to report on recruitment for social work and the provision of bursaries and scholarships for students undergoing training; its report is being considered by the Advisory Committee.

22. Meanwhile the existing courses of study have continued to provide much needed staff. The University of Hong Kong has a two-year course for matriculates leading to a Certificate in Social Study and a one-year post-graduate course leading to a Diploma. 93 students have completed one or other of these courses between 1952 and 1962. Of these, 30 are now working in the Social Welfare Department, 23 in the Almoners' Service, 7 with the Housing Authority, 1 with the Secretariat for Chinese Affairs, 1 with the Prisons Department, 1 as an Executive Officer and 18 are employed in voluntary agencies. 11 students completed these courses during 1962, and a total of 22 students are enrolled in the current year, 17 for the two-year Certificate and 5 for the one-year Diploma.

23. Government continued to provide bursaries for students enrolled in these two courses as well as for students taking a University Arts
