Social Affairs and ECAFE, with the technical collaboration of special- ized agencies of the United Nations) in Bangkok in September, while a senior officer in the Child Welfare Section participated in the Afro- Asian Seminar on Social, Educational and Health Services for children organized by the International Union for Child Welfare in Israel from April to June 1961. An officer of the Special Welfare Services Section attended the Sixth International Congress on Mental Health in Paris in September on his way back from a training course in the United States.

20. At the end of March, 5 officers were still engaged in higher training abroad, taking courses in Applied Social Studies at the University of London, Criminology at the University of Cambridge, the Administration of Children's Institutions at the University of Birming- ham, Community Development at the University of British Columbia and a Course for Teachers of the Mentally Handicapped in Bristol,

21. The staff of voluntary organizations also pursue studies abroad when opportunities arise; during the year a senior caseworker of the Family Welfare Society was enrolled in the course in Social Welfare Administration at Swansea as the winner of the Creech Jones Scholar- ship for that year.

22. The Social Work Training Fund* was established by Law in August 1961, with an initial World Refugee Year donation of $2.2 millions from Britain. During the year a magnificent contribution of $1,000,000 was received from the Royal Hong Kong Jockey Club, together with other donations. At the close of the year, the Fund's capital stood at about $3,500,000; the income from this amount is available for a wide variety of purposes connected with social work training and will provide a valuable stimulus and support for the ambitious training programme which is now being developed.

INFANT AND CHILD WELFARE

23. In the field of child welfare, encouraging signs during the year were a small decrease in the number of abandoned babies without any drop in the number of prospective adoptive parents, and an appreciable
