prising 317,191 people. The Kaifongs continued to put their main effort into the provision of free medical and educational facilities. Under the general supervision of the Education Department they ran 24 free schools, where over 5,000 children from poor families received primary education. There were also 21 free clinics opened by these associations, 12 of which were run by doctors with western training, helped by well qualified nurses and dispensers, while the others were operated on the traditional Chinese system of herbal medicines. A total of 148,702 patients were treated by the Western style clinics and 50,510 by the Chinese herbalists during the year. (See Appendix XVI).
78. Activities undertaken by the Women's Sections of the 23 Kaifong Associations included reading classes, infant health classes, sewing classes, free maternity aid, and home nursing classes.

In addition, the Kaifong Welfare Associations energetically carried out their traditional work such organizing local festivals, providing free coffins for destitute dead, and other charitable work. They have also taken a leading part in the organization of recreation and games, shadow boxing, and musical entertainments in their districts.
80. The Associations are always ready to co-operate with the Government in any emergency relief measures. During the year, a total of 53 major and minor disasters such as fire, flood, landslide, house-collapse, junk-capsizing etc., have been handled and 18,676 victims helped with clothing, utensils and money. The generous donations and enthusiastic effort made by the members of these Associations have won the approval and gratitude of the general public, which has been expressed in increasing support and membership.
81. The most important new aspect of community develop- ment work during the year has been the formation of three Women's Welfare Clubs, with the assistance and help of the Community Development Section. What is most significant about these new organizations is not so much the fact that they have
