Women & Children Emigrants. The following numbers of emigrant women and girls, and of all children
under the age of 12, were all personally interviewed before sailing by a qualified Chinese lady assistant in the Social Welfare Office to ensure as far as possible that they were not the victims of traffickers or other undesirables. Authority for this work is derived from the Secretary for Chinese Affairs under the Asiatic Emigration Ordinance, 1915.
