The Secretary for the Environment, Transport and Works, Dr Sarah Liao, signs a $2.76 billion construction contract with the Maeda-Hitachi- Yokogawa-Hsin Chong Joint Venture consortium to build the 1 596- metre Stonecutters Bridge, scheduled for completion in 2008.

The Chief Secretary for Administration leaves for Sweden and Russia for a seven-day trip to promote Hong Kong's role as an international business and financial hub and the premium platform for accessing the Mainland market.

The Government announces the appointment of an Independent Panel of Inquiry to look into incidents relating to the Equal Opportunities Commission (EOC), including the appointment and termination of employment of Mr Patrick Yu as the Director of Operations of the EOC.

The Chief Executive accepts the findings and recommendations of the Independent Panel of Inquiry on the Harbour Fest. The two-member Independent Panel was set up in December 2003 to look into the Harbour Fest event.

The Financial Secretary leads a Hong Kong delegation to attend the Chongqing-Hong Kong Week.

The first Pan-Pearl River Delta Regional Cooperation and Development Forum, jointly organised by nine Mainland provinces and the Hong Kong and Macao Special Administrative Regions, opens in Hong Kong to promote regional cooperation.

The Centre for Health Protection is established to strengthen the Government's capacity to prevent and control communicable diseases.

The International Telecommunication Union (ITU) selects Hong Kong to host its next ITU Telecom World event in December 2006, the first time the event will be held outside Geneva since its inception in 1971.

The Airports Council International, an association of the world's airports, relocates its Pacific Regional Office from Vancouver to Hong Kong.

The Government announces the establishment of a planning committee to prepare for organisation of the 5th East Asian Games. Hong Kong won the bid in November 2003 to host the Games in 2009.
