the domicile of the owners. In line with international standards, there is no requirement to register copyright.

Public Education

To keep up the momentum in public education, the Intellectual Property Department planned and implemented a series of public education activities during the year. Consumers were encouraged to join the ongoing 'I Pledge' campaign to show their commitment to buy and use genuine goods. Workshops and seminars were organised for civil servants, journalists as well as school principals and teachers. Tailor-made publications on intellectual property were published for journalists and school teachers. The production of an intellectual property reference kit for business organisations was in progress and this will be ready in early 2001.

A major event was 'The Real Generation'. This was a publicity campaign held at two popular shopping arcades for two consecutive weekends in late September and early October. The event served to arouse the public's respect for genuine goods. Over 3000 people participated in it. Another major event was the International Symposium 'Hong Kong An Intellectual Property Gateway' co-organised with the Asian Patent Attorney Association Hong Kong Group and other professional bodies in the intellectual property field. About 200 participants, from all round the world attended this two-day symposium held from November 7 to 8.

In 2000, the department continued its visit programme to secondary schools. Visits to some 68 schools with a total of 29 880 students were conducted. A cartoon competition was organised for tertiary students. The second phase of the 'Inventors' Millennium Vision' was launched in November in collaboration with the Hong Kong Inventors' Association and the Summer Youth Programme Committee.

A television variety show was aired in July. A tailor-made mini drama series was launched in co-operation with Commercial Radio. There was a series of short quizzes after the whole drama series to foster people's understanding on the message of protecting intellectual property rights.

The Intellectual Property Department will continue to work closely with local and international intellectual property organisations to promote intellectual property protection.

Participation in International Organisations

The Intellectual Property Department participated in the activities of the WTO Council for TRIPS in 2000. In particular, the HKSAR's notification of its laws under the TRIPS Agreement was praised for its high level of transparency. The Intellectual Property Department regularly participates in other international and regional intellectual property symposia and conferences to keep abreast of international developments. For example, the department participated in the 11th meeting of the APEC Intellectual Property Rights Experts Group held in Cheju, Republic of Korea, in July, and the Diplomatic Conference on the Protection of Audiovisual Performances held in Geneva in December.

New Legislation
