activities, foster technology transfer and facilitate regional co-operation in technology development. The Science Park will be developed in three phases over 15 years on a 22-hectare site at Pak Shek Kok, Tai Po.
Applied Science and Technology Research Institute
Among other initiatives to strengthen support for Hong Kong's manufacturing and service industries developing high value-added activities, the Chief Executive announced in his 1998 Policy Address the establishment of an Applied Science and Technology Research Institute (ASTRI). It will support midstream research and development. The government has already set up a task force to look into the planning parameters for the project. The target is to start the consultancy study for planning the ASTRI in 1999.
Hong Kong Business Park Study
The government has commissioned a Hong Kong Business Park Study to examine the desirability and feasibility of establishing such a park in Hong Kong. It will take into account the need to meet any operational requirement of the manufacturing and service sectors which cannot be met by existing land infrastructure, to attract investment in high value-added economic activities, and to enhance the overall competitiveness of Hong Kong as an international business centre. Stage One of the study will be completed by June 1999.
Monitoring Technology and Market Trends
The Industry Department conducts periodic studies of the major industrial sectors to monitor technology and market trends and identify measures that could facilitate their future development. During the year, the department commissioned a survey on the local software industry and two techno-economic and market research studies on Hong Kong's electronics and plastics industries.
A techno-economic and market research study on Hong Kong's textiles and clothing industries was completed in June 1996. Follow-up actions were undertaken with respect to the improvement of the operating environment, skills and competence, and linkage with the Mainland.
Environmental Controls
The Industry Department disseminates environmental information to manufacturers. An annual guide is published to advise manufacturers on relevant environmental legislation and where to get technical advice. A guide on environmental technology and services available in Hong Kong and design manuals and eco-audit manual with support video for specific industries are available for sale at the Government Publications Centre.
Quality Services
The Quality Services Division of the Industry Department provides important quality support services for Hong Kong industry. The Standards and Calibration Laboratory holds the official reference standards of measurement for the HKSAR. The Product Standards Information Bureau operates a library holding the documentary standards of different countries and international standards organisations.
