For Emergency Relief, the figures denote the number of incidents requiring emergency relief services during the year.
→ Special Needs Allowance (SNA) recipients who were beneficiaries of Public Assistance ceased to obtain benefits under the Social Security Allowance Scheme upon the implementation of the Comprehensive Social Security Assistance (CSSA) Scheme with effect from 1 July 1993. Instead, their benefits under the SNA Scheme were consolidated into the standard rates for each category of recipients i.e. standard rates for the elderly, the 100% disabled and those requiring constant attendance under the new CSSA Scheme.
