Here the emphasis is on health education, advising villagers on elementary sanitation, ensuring that village houses are built to certain minimum health standards, and on self-help. A number of villages are now being encouraged to run their own rural sanitation schemes, the villagers first combining to form a Better Living Society and the Government not only constructing aqua privies, incinerators and refuse pits, but also paying part of the recurrent cost of sanitation staff engaged by the societies.
