to the office, and the appropriate records were amended when there was no overcrowding caused by their continuing in occupation. In the event of overcrowding being caused by natural increase tenants are encouraged to move to a larger flat. Overcrowding in other cases would be reduced by making it clear that the newly arrived occupants must go elsewhere as soon as other arrangements can be made.

124. The population of the Estate is now 13,689 which, when count- ing children under ten as half a unit, makes a total of 12,025 units against the unit capacity of the Estate of 12,265. During the year 21 tenants moved away and the vacancies in the first instance were used to relieve the problems of overcrowding or under-occupation which had arisen on the Estate. On three occasions, by careful planning a single vacancy was used to facilitate the easing of the problems of no less than four families.

125. The Resident's Association again co-operated most energetically with the Urban Services Department in its annual campaign against litter. Films, posters and photographs were used and the Residents' Association directed a 'Special Cleaning Patrol Team' to patrol the Estate during this period in support of the management staff in their daily task of gathering litter from the public parts of the Estate, a task which has to be carried on throughout the year.

126. The Residents' Association also organized a successful lottery and raised $3,000 for the provision of education help either by way of grants or library facilities for members' children.

127. By February, 1962, following the completion of the North Point Exchange, the Hong Kong Telephone Co. had been able to provide 1,100 lines to the Estate and these are much appreciated by the residents.

SAI WAN ESTATE

128. This Estate, the Authority's smallest, continues to provide very acceptable homes for the families living there as instanced by the fact that at the end of the year there were no arrears and during the year only 9 families moved away, 3 of whom went to Government Servants Housing Co-operatives.

129. The library and clubs organized by the Boys' and Girls' Clubs Association continue to be exceedingly well patronized. During May the Auxiliary Medical Service gave a demonstration of stretcher drill as part of their recruitment campaign. At Chinese New Year, an outdoor concert was organized and broadcasted by Radio Hong Kong from the garden.
