16-storey blocks and eight 7-storey blocks accommodating approxi- mately 17,400 persons at a density of about 1,950 persons per acre.

113. The 7-storey blocks are identical to those of Wo Lok Estate, Kwun Tong with central corridor access and 5-person flats on one side and 7-person flats on the other. Each of the 16-storey blocks is provided with two lifts and the ground floors are used either as shops with flats or covered play spaces. The high blocks are also provided with a penthouse to be used either as party rooms or as a kindergarten, and the fenced-in roof top will be used as an organized and supervised play area. The penthouse has two large rooms which can be sub-divided at will, plus an office, store and toilets.

Site Formation

114. The site formation (reclamation) which is being carried out by the Public Works Department has been completed for Phase I and is approaching completion for Phase II.

Piling

115. A piling contract for both phases in the sum of $1,908,720 was awarded to Messrs. Vibro Piling Co. for the driving of 2,432 piles. Preparation is in hand for the commencement of this work on Phase I.

FUTURE SCHEMES

116. Sites are provisionally reserved for the Authority at Kwun Tong and Sai Wan adjoining present schemes in those areas. Both are difficult hillside sites which requires extensive site-works and a considerable amount of further investigation and planning. Preliminary proposals envisage the accommodation of 5,400 people at Kwun Tong II if 16- storey flats are built. Sai Wan II was planned on 4 acres then reduced to 2 acres and can probably accommodate not more than 3,300 people.

Faced with the need to cut the cost of selection of tenants to the minimum, as there is no fund other than rent income to meet the cost of dealing with applications, the problem is to limit the numbers of applications which will have to be considered at any one time. The
