ORGANIZATION AND STAFF OF THE HOUSING DIVISION OF THE
URBAN SERVICES DEPARTMENT
47. The organization of the Housing Division falls into three main sections: an Administrative Section which includes finance and accounts, an Architectural Section which plans and supervises the construction of buildings and a Management Section which selects tenants and manages completed estates.
48. To carry out the duties within these sections the Division had a staff of 150 out of an establishment of 229 at the end of the year. Full details of the establishment for 1961-62 and that approved for 1962-63 are shown at Appendix II.
49. Mr. William Edgar COLLARD held the office of Secretary to the Authority until 1st October, 1961, when he was succeeded by Mr. Ronald THOMPSON.
50. Mr. COLLARD has acted as Secretary of the Authority since 1956 and tribute was paid to his skill and devotion to duty at the Authority's meeting in September, 1961.
51. Mr. NG Shun-keung held the office of Accountant, Housing Authority throughout the year, but on 15th March, 1962, Mr. P. R. PARRY, A.C.A., commenced understudying him with a view to assuming duties at the commencement of the next financial year. Mr. NG has served the Authority for four and a half years and the Chairman and members of the Finance Committee expressed appreciation of his dedicated service at the meeting of the Finance Committee held in March, 1962.
52. On 15th September, 1961, Mr. J. R. FIRTH, Housing Architect, proceeded on vacation leave. During his absence Mr. Donald LIAO, Architect, assumed responsibilities in addition to those normally carried out by him.
53. On 26th October, 1961, Mr. K. ELLISON, Housing Manager, returned from vacation leave and shortly thereafter opened an estate office at the Ma Tau Wai Estate and supervised the take over, the tenanting and management of the estate.
