time he rendered valuable and devoted service and gave the Authority the clear benefit of his legal skill and acumen.

34. It is pleasing to record that Dr. P. H. TENG, was awarded the O.B.E. by Her Majesty the Queen in the New Year's Honours List, 1962.

MEETINGS OF THE AUTHORITY

35. The Authority meets formally once in every three months as required under its Standing Orders. The only business normally trans- acted at these meetings is the adoption of a balance sheet and a report covering the activities of the previous three months.

36. An annual public meeting is held once a year and the one for 1961-62 was held on Tuesday, 20th February, 1962 when a Statement of Aims and Objectives was adopted. In supporting the adoption of the Statement of Aims and Objectives most members took the opportunity to speak on various aspects of the Authority's work, to advocate the provision of more money for housing development and to express their opinions on the general question of low cost housing in the Colony.

37. This was the Authority's second public meeting and, like the first one held in December, 1960, it was poorly attended by members of the public. Nevertheless, the meeting was extensively reported by the press and formed the subject of editorials and letters in the correspond- ence columns.

38. A Standing Committee of the Whole Authority generally meets once a month to discuss routine financial statements, progress reports on estates being constructed and other matters which are sufficiently important to warrant the attention of all members of the Authority.

39. Most of the business of the Authority is, however, dealt with by three other committees the Building, Management and Finance Com- mittees. These committees are appointed annually by the Authority and each committee appoints its own chairman at its first meeting of the year.

40. The Building Committee also forms a Tender Board to open and deal with tenders.

41. The work of these Committees is co-ordinated by an Executive Committee which is composed of one representative of each of the other committees, three members elected by the Authority, and the Com- missioner for Housing as Chairman. The Executive Committee ensures that all decisions taken by other committees are implemented.
