Site Formation Contract

The arbitration in connexion with the dispute that has arisen over the final account for the site formation contract was still unresolved at the end of the year. An arbitrator has been appointed but so far there have been no hearings.
Over-all Progress
87. At the end of the period under review 2,867 flats on this Estate had been handed over to the Management Section for letting. Of the 3,537 flats in the first three sections, 2,867 were completed and the remaining three buildings were approaching completion. Work on the fourth and final section, comprising 1,796 flats had been started, and most of the difficulties experienced over the construction of roads and the laying of mains services had been overcome.
Blocks S, T, U (Architects: Messrs. Leigh & Orange).
88. These buildings were all completed during the year and are now known as Azalea, Begonia and Camellia Houses respectively.
Blocks E, F, G, H and I (Architect: Mr. W. SZETO).
89. The problems created by the geological fault discovered below the foundations of Blocks F and I, as described in last year's report, were overcome by a method of soil stabilization using chemical pressure grouting. Before this could be completed it was necessary to carry the concrete frame up to about 5th floor level as a surcharge to the founda- tions.
90. Block H (Willow House) was handed over to the Authority for letting in January, 1961, and Block E (Maple House) and G (Cedar House) in February. The frames of Blocks F and I have been completed to roof level and the blocks are due for handing over in June and July 1961.
Blocks P, Q and R (Architect: Mr. H. S. Luke).
91. Blocks P (Lily House) and Q (Larkspur House) were handed over to the Authority for letting in January 1961, together with the two schools.
92. It was previously recorded that some of the piles for Block R had been found, on excavation for the pile caps, to be cracked horizon- tally. These were removed and new 20" diameter piles driven in their
