Typhoon risk, and the remaining 50% of fire risk, is covered by self- insurance, i.e. the creation of an insurance fund reserve.
64. A comprehensive review of existing insurance arrangements was carried out by the Finance Select Committee early in 1961, and minor adjustments made to ensure uniformity.
LEGISLATION
65. No changes were made during the year in the Housing Ordin- ance, No. 18 of 1954, which governs the Authority's existence.
66. The Authority's advisers on general legal matters are Messrs. Johnson, Stokes & Master.
67. The Authority's new Standing Orders, which came into effect on 1st April, 1960, were amended in July 1960, to give the Authority greater discretion for the setting of a date for the annual public meeting.
68. Standing Orders for the conduct of meetings apply only to the formal meetings of the full Authority, and members have ample opportunity to ask questions and expound their view at meetings of the Standing Committee or Select Committees.
PUBLICITY
69. A good relationship with the local press has been maintained throughout the year. This is largely due to the aid and full co-operation received from the Director of Information Services and his staff, who are constantly consulted about the channels of public relations. There has been much useful publicity of the Authority's various housing schemes (completed, under construction, or planned), both in the Colony and overseas, and there has been a gratifying minimum of adverse criticism.
70. Arrangements were made for the Press to visit two 'show' flats on the So Uk Estate on 14th October, 1960. There was a fair attendance, but resulting publicity was sparse. Subsequently 'mock-ups' of the two flats in question were built and included in the local Ideal Home Exhibition. The displays aroused very great interest among members of the public, and were counted a great success, reflecting much credit on the architects and contractors concerned. Models of the So Uk, Choi Hung, and Ma Tau Wai Estates were also on view at the same Exhibition.
