Appendix I. Committee Chairmen are elected annually by the members, from amongst themselves.
33. A good deal of responsibility is vested in these Committees, which deal with a wide variety of problems, and meet at least once a month, in order to expedite conduct of the Authority's affairs. It is only in cases where very large expenditure is involved, or matters of policy must be resolved, that reference is made to the Standing Committee. During the period under review 39 meetings of Select Committees were held.
34. It has been agreed that with effect from 1st April, 1961, these Committees should be known as the Building, Management, and Finance Committees, respectively. As reported in paragraphs 18 and 23 the Authority also decided to set up a small Executive Committee, responsible for the co-ordination of the work and decisions of the other Committees, and to ensure the implementation of the Authority's decisions.
35. The Sites & Buildings Select Committee reviewed the procedure for inviting and opening tenders for contracts and it was decided to set up a Tender Board for this purpose. The Tender Board met on 12 occasions during the period under review. The new system is working well, and as a result there has been a considerable saving of time at the meetings of the Sites & Buildings Select Committee.
36. An ad hoc Policy Committee was appointed in November 1960, to review and report on the Authority's policy. The Committee's final report was submitted to the Authority in February 1961, and adopted, with minor modifications. It has now been forwarded to Government,
