(vii) On 5th March, 1961, Mr. A. INGLIS returned from leave, and resumed duty as Director of Public Works, vice Mr. H. W. FORSYTH.

(viii) On 30th March, 1961, Mr. C. G. M. MORRISON returned from leave, and was appointed Commissioner for Resettlement, vice Mr. J. P. ASERAPPA, who proceeded on leave.

(ix) On 30th March, 1961, the Hon. C. Y. KWAN, O.B.E., resigned from the Urban Council (and therefore from the Authority). He was succeeded, with effect from 7th April, 1961, by Mr. Wilson T. S. WANG.

27. The wide experience and knowledge of low-cost housing which Mr. KWAN devoted to the Authority's affairs during his five years of membership has been deeply appreciated.

28. Much pleasure was felt last year over the appointment as a Queen's Counsel of Mr. Brook BERNACCHI, who has been an ex officio member of the Authority since its inception in 1954.

MEETINGS

29. Formal meetings of the Authority are normally held every three months. Usually the only business transacted is the formal adoption of the balance sheet and the quarterly report for the previous three months.

30. The Standing Committee of the Authority, consisting of the full membership, meets monthly to discuss routine progress reports and financial statements, development proposals, and the like.

31. The first annual public meeting of the Authority was held on 16th December, 1960, when the annual report and financial statement for the year ended 31st March, 1960, was adopted, for submission to the Governor in accordance with the Housing Ordinance. Many members spoke on the contents of the report and the work of the Authority. There was a considerable amount of criticism for both the Authority's and Government's housing policies. Members of the public appeared to evince remarkably little interest in the meeting.

SELECT COMMITTEES

32. The three Select Committees of the Authority continued to function throughout the year, viz. the Sites and Buildings, Manage- ment and Finance Select Committees, details of which are given in
