an escape clause. Each shop tenant will have the opportunity of letting a self-contained flat on the floor above, for the use of himself and his family.
118. Quotations for fire, public liability, cash-in-transit, and fidelity guarantee insurance cover have been invited. Fire cover will be on the basis of 50% average on the cost of the superstructure, plus loss of rentals.
119. The China Light & Power Co. Ltd. is prepared to limit tenants' deposits to $25 for lighting, plus $15 for power, provided a specified load is not exceeded: this is a much-appreciated concession.
120. In October 1959, the Finance Select Committee fixed the rents for the flats contained in the first three sections of the estate. The details are given in Appendix V.
CHOI HUNG ESTATE, (ILE), CLEARWATER BAY ROAD, KOWLOON

121. It was mentioned in last year's report that Government had approved in principle that the Authority should build its fourth estate on a gently-sloping 27-acre site at Clearwater Bay Road, Kowloon, to the North of Kai Tak airport (a photograph of the site appeared in the same report). Messrs. Palmer & Turner, the architects originally appointed by the Authority in 1958 to prepare a master plan for development of the site, provided a number of alternative lay-out schemes, and were later invited to carry out the architectural work. After consideration of the alternatives, the Authority eventually approved Scheme No. 13, which was submitted to the Governor for approval in August 1959, and approved the following month.
Lay-out
122. The scheme adopted comprises:
(i) Eight 'slab' blocks, each of twenty storeys, with forty flats on each floor, including the ground floor. Each block houses an average of 4,000 people, and is serviced by three lifts placed centrally in the block. The flats are arranged on either side of a central corridor, 6-person flats on one side, 4-person flats on the other, except for one block which will contain only 6- person flats.
(ii) Low buildings of seven storeys (without lifts) containing 8- person flats on the six upper floors, with the ground floor left
