(ii) A site of about 10 acres, at Tsuen Wan, in the New Territories. It is thought that a pilot scheme of about 500 flats could first be built on about 4 acres, leaving room for future expansion if found desirable. Tsuen Wan is a rapidly growing centre of light industry, and it is considered there would be no difficulty in finding sufficient tenants with the requisite rent ability for 5- and 6-person flats. Planning of this scheme is still in the very early stages.
61. The search for suitable sites is a tedious business as there are so many other demands for the few sites available.
LEGISLATION
62. Recommendations were put forward by an ad hoc Committee of the Authority, set up to consider the personal liability of members under the provisions of the Housing Ordinance. The question was resolved by the incorporation of the Authority, covered by the Housing (Amendment) Ordinance, No. 26 of 1959, published in the Government Gazette on 21st August, 1959. The same legislation also dealt in detail with the procedure to be followed in the execution and authentication of documents.
63. The Authority's advisers on general legal matters are Messrs. Johnson, Stokes & Master.
PUBLICITY
64. A good relationship with the local press has been maintained, with the aid of the Director of Information Services, and much useful publicity is received, with a gratifying minimum of adverse criticism. The Publicity Select Committee held regular meetings to consider whether publicity was desirable on any particular aspect of the Authority's affairs, and to consider matters mentioned in the press or brought to members' attention. General press releases were promulgated quarterly, and in June 1959, a special release was made inviting applications for tenancies on the So Uk Estate.
65. A fine model of the So Uk Estate (a photograph of which appears in the frontispiece), was put on display at the Hong Kong terminal of the 'Star' Ferry in August 1959, and attracted much attention. A considerable increase in the number of application forms subsequently issued can be attributed to the interest aroused. Models of the Choi Hung and Ma Tau Wai Estates are being made for publicity, and to assist letting.
