ADMINISTRATION
20. The routine administration and execution of the decisions of the Authority is carried out by the Housing Division of the Urban Services Department, operating under the control of the Commissioner for Housing, who functions as its principal executive officer. The salaries of all the staff, who are civil servants, are reimbursed to the Govern- ment, plus a 30% surcharge to cover the cost of pensions, quarters, passages, office accommodation, printing, and other overheads.
21. The organization of the Division now includes sections to deal with administration, accounts, estate management, statistics, and archi- tectural work.
22. In July 1959, the Authority vacated its rather cramped accom- modation in the General Post Office Building, first occupied in 1954, and found increasingly inadequate, and moved into new offices in the same building vacated by the Urban Council. The new offices, follow- ing fairly extensive alterations to fit the Authority's specialized requirements, have proved comfortable and adequate, with a small margin for future expansion.
STAFF
Establishment & Recruitment
23. The establishment of the Housing Division is shown in Appendix IV: the most important staff changes that have occurred during the period under review (in date order) are as follows:
(i) On 1st May, 1959, Mrs. Claire KONG was appointed Assistant Housing Manager, and placed in charge of the Applications Section. She was previously employed by the Hong Kong Housing Society.
(ii) On 16th February, 1960, Miss E. M. STEWART, M.S.H.M., (previously with Crawley Development Corporation, Sussex) was appointed as Housing Manager, and is now in charge of the So Uk Estate.
(iii) On 15th March, 1960, Mr. Donald LIAO, B.Arch. (H.K.), was appointed as an architect, and is currently employed on the Ma Tau Wai Estate scheme.
