ESTATES COMPLETED AND PROJECTS IN HAND

NORTH POINT ESTATE.

53. In last year's report a detailed description was given of the first project undertaken by the Authority, the North Point Estate at Java Road, which was fully completed and occupied during the period under review. The total cost of the scheme was $32,772,127.51.

54. Government was informed that the cost of the public buildings in the estate, reimbursed by means of a credit in the capital loan account, was as follows:

55. The school playground was handed over to the Education Department, for exclusive use by the school, without payment of pre- mium, the Department to be responsible for maintenance and payment of Crown rent for the playground area. Calculations of the cost of these buildings were somewhat complex, as it was necessary to take into account proportionate charges for piling, land occupied, etc., but were based initially upon cube costs of the premises in relation to the whole estate. According to Education Department records, about 46% of the total enrolment in the school live on the estate.

56. It was decided to carry out the statutory requirements for the licensing of the Assembly Hall as a place of public entertainment, in an effort to encourage its use. It is fully equipped with cloak-room and cooking facilities. A scale of letting charges was drawn up ($40 to tenants for an evening session, $75 for others), and the hall has been let for a number of private parties.

57. Certain tenants signified their intention to form an Association, which was eventually registered. A vacant shop was made available by the Authority to the Association, rent-free, for use at an office, and every encouragement will be given to this body to work for the well- being of the community and the tenants' interests.

58. Following a review of the insurance arrangements for this estate, typhoon cover was discontinued ($30,000 per annum being credited to the insurance fund reserve in lieu). and the amount of fire cover was
