accepted, but even on this basis it has been far from easy to find sufficient land.

21. Generally speaking, the Authority's policy up to now has been to provide self-contained flats of a good basic standard that will be a permanent capital asset to the Colony, and at the lowest economic rents. While its directive was originally interpreted as applying largely to the 'white collar' class of worker, it quickly became obvious that this somewhat narrow concept would have to be altered. It has been found, in fact, that the Authority's tenants are drawn from families in a wide range of occupations.

MEETINGS

22. Meetings of the Authority are normally held monthly, and during the period under review twelve such meetings were held.

23. It is intended that in future an annual public meeting of the Authority should be held, at which the Annual Report will be debated. The Authority's Standing Orders are now being revised to govern the procedure for holding such public meetings, and the more formal regulation of the conduct of business at all meetings.

SELECT COMMITTEES

24. A comprehensive system of Select Committees, details of which are given in Appendix II, exists in order to deal with a wide variety of subjects. There is annual rotation of the Chairmanships. A good deal of responsibility is vested in these Committees, which meet at frequent intervals, in order to expedite conduct of the Authority's affairs, and it is only in cases where very large expenditure is involved, or matters of policy have to be resolved, that reference is made to the full Authority. During the period under review 59 meetings of Select Committees were held.

ADMINISTRATION

25. The routine administration and execution of the decisions of the Authority is carried out by the Housing Division of the Urban Services Department, under the control of the Commissioner for Housing, functioning as its principal executive officer. The salaries of all the staff, who are civil servants, are reimbursed to the Government, plus a 30% surcharge to cover the cost of pensions, quarters, passages, office accommodation, printing and other overheads. The organization of the Division now includes sections to deal with administration, accounts, estate management, statistics and architectural planning.
