The letter of Amicus calls our attention 46 the Magistracy, It is now opwards of three years. since Sir Henry Pottinger framed an ordinance (No. 10 of 1841) "to regulate Summary Proceed ings before Justices of the Peace." At present there are in the colony only three Justices apart from. officers of the Colonial Government, viz-Mess J. F. Elger, Donald Matheson, and A. R. John- stro. These gentlemen have taken the necessary oaths, but they have not been called upon to take a seat upon the bench, hold Courts of Quarter Ses- signs, or perform any of the important duties of an independent magistracy. From the notorious corruption of the offi- cials of their own country, the Chinese believe that money can purchase immunity from the consequences of crime, and secure many privileges by bribing men in office. On this point they require to be undeceived:-
