must be pure. In consequence of the decep- tion practised in India, the Chinese dealer's lost Jargo sums of money, and the character of Malwa became habit and rupate bad. The Chinese, with their habitual cunning, turn this to their own advantage Several parties ex- amice a particular lot of opium and doclare it bad, in hopes that the holder may be induced to sell it much below the market price. arvey is probably held, and the opinton is found to be thick skinned, badly packed &c.; though it may be question whether it is analyser, inost of the Surveyors being ignorant of chemistry. As in the survey marked D. referred to by the Gazette, the report may prove anfavorable to the dong, though it may subsequently be snit at the full market price, when the Chinese dis- cover that thoir trickery will not succeed. It is probable that the Cum-sing-moon Surveyors are not qualified chemically to analyse opium and their reports may be in some degree

DER SR The bearer has presented your Order No. 47,
for three chests Malya No I refused. As you have before to 3, which he being offeret, complained of my failing to give a ream for the Chinese refusing to take your Drug I now state that the appearaaBCO of the Optum is somewhat
incorrect; but the documents published by the against bli being thick wiçin Gunelte strengthen our conviction that the Chi- pose Ing their heads together to bring down

the price by objecting to the quality. The first Order at once rejected it and document (A) is a noto, stating that a Chinaman refused to take delivery of Malwa, as he did not like it. It appears that the lot was subsequently sold at the market rate, The Gentleman's "in the very face of this report of Gazette, says "this Chief Officer and other surveys the sale "has been reported" &c.
This is nonsense
#
The Chief Officer's note is neither a report nar a survey--it simply informs the owner of the drug that the buyer sent to see it did not like it. B. is very much akin to A. in its tenor, The purchaser refuses to take delivery of 3 Chests. The Captain of the receiving ship, writes the owner, saying that the appearance of the oplum is somewhat against it, it being thick "skinned and seems as if it would boil white." This cannot be dignified with the title of a sur vey-it cannot be one of the surreptitions surveys and unfounded reports" referred to. CD and E. are survey reports; but they do not furnish an iota of evidence dicreditable to the Surveyors. We are told that E refers to 4 chests included in survey D.; and that the second report is more unfavorable than the first. This is The only point that deserves notice; and it me rely shews that the person who made the sur- vey, was not qualified for such a duty, other the first or the second report being incorrect. That a Master of a vessel should fail in a service that requires the experience of a practical Che mist is not a matter to be wondered at, a pro- fessional Surveyor being a desideratum at Cum-
Bing-moon.
The attempt to depreciate the character of Malwa, is not confined to these who deal with the ships at Cum-sing moon. Upwards of a year ago, a lot of drug was shipped at this port for sale at Woosung It was for some months on board a receiving ship, the Chinese invariably declaring that the quality was bad. The Com mander of the ship roturned it to Hongkong. where, or rather at Cum-sing-moon, it brought the full market rato.
Perhaps the Editor of the Gazelle will recon- sider the matter. He may come to the con- clusion, that the fiaud is committed in India--- the drug being adulterated there-and that the Chinese dealers who have been deceived, are retaliating, it now being Chinese roguery versus Indian roguery.

OPIUM TRADE. We invite our Commercial Friends to give their most serious attention to the following statements,
The dark insinuations which have hitherto from time to time been circalated respecting a wholesale abuse of the trust reposed in the Commanders of the Opium receiving Vossels in China and their surrep titious surveys and unfounded reports, have at last been explicitly brought before the public by the Singapore Free Press of the 17th December,

Oa a review of the above statements, we find that there is the strongest reason for believing either that the most culpable ignorance, down- right carelessness, or something that looks akin to roguery, prevails in the concocting of the re- ports on the Chests of Opium in the Chinese seas. We have no means of establishing the criminality of any individuals, and we make no personal charges; yet the circumstances are such as require a complete investigation. Are not those reports such as to turn "good Opium into "bad" and after a short time to turn it back again into good,”

In the absence, however of such means of proofs we have obtained information of the chief points of 9 certain report on the Malwa Drug, in which & discrepancy is to be found, which will not fail to confirm the charges made relative to the wrong platements furnished from the Opium Depot in pa. The following are the points alluded to, which

Between the season of 1845 and 46 certain partius from fear of meeting in their purchases of Oniugi with an adulterated Drug very prudently preferred sending a man of their own confidenen and apathy qualified to the Malwa Districts and other places of actual growth, to purchase the genuine liquid and lo prepare Cakes without any risk of mixture what over. Another point worthy of notice arises from the fact of Opium Consignes or Agents residing at several hundred miles from the places of delivery. They assert their inability to supervise, the sales or to attend to the delivery of the Chests, and they are therefore compelled to rely on the re- ports of those Commanders &o...
