No. 7 is a great, and we think a favourable modification of the enactments of its prede- cessor. In a degree it is based upon the Chi- neso principle of mutual security; and Ilis Ex- cellency appears in this instance to have shown that he understands the character of the popu lation. No doubt he has become aware, that it was impossible for the Registrar-General to fudge of the characters of all those who applied for tickets of registration, and, that in many nstances, they were granted to the most Worthless characters, while at the same time fecent men--strangers who came to traffic-- were pounced upon by a set of harpies con- nected with the police, and compelled to pay black mail, or run the risk of being flogged by order of the Magistrates. It may be also, that Orders have been received from the Colonial Difice, to abrogate the late act, as it is known hat its abominations were exposed to the pre: sent under Secretary by a gentleman connected with Hongkong now in England.

Io future all houses are to be registered; the Householder to receive a ticket from the Re- gistrar-General, he being held responsible for The character of the inmates, and requiring to furnish them with certificates, which are to be Hestroyed when they leave his house. The irst seven sections of the ordinance refer to the responsibilities of Householders, and with the xception of the 5th section, which is not suffi ciently clear, they appear reasonable and fair. The fifth section refers to the tickets to be granted to Chinese Householders, and concludes, which ticket shall be produced when required under a penalty not exceeding twenty dollars.' But who is intrusted with power to demand that the tickot be produced? Surely this is not to be left to the discretion of the European or Native police, who are notorious for their

The machinery is too complicated; and the power granted to the Registrar is arbitrary If Masters are satisfied with their servants, they will not require a ticket of registration, nor will they demand that they place themselves in the hands, and at the tender mercies of a government officer; This part of the ordinance resembles its prede- cessor—it is legislating too much. On the coast of Coromandel, Mr Aylwin is re ported to have said, "the people are tied to the trees and flogged and tortured publicly in the gross, whole villages together, whenever they neglect to destroy the salt as fast as it forms at their doors, in the fields, and over their separate neighbourhoods, by the sun's evaporation of the sea water, and simi- lar processes of nature. These same people are similiarly punished, if they neglect to repair monthly to the Company's saltpan at a distance, and there pay an infamously high price, for an arbitrary quantity of foul, black, muddy salt, unfit for use, until dissolved and re-boiled, in order to purify it. This is a moderate, unexaggeratod, trae account of the Company's monopoly of salt in India,” This is what Mr Aylwin is reported to have said at the Blackburn meeting, quoting some other authority, but fearlessly endorsing the statement. That he was firmly persuaded of the truth of this horiïble story, we willingly believe though complim
