But the brunt of Lord Stanley's eloquence is re served for-Yon enclose a resolution appointing fourteen members of Council as a select standin committee to conduct the necessary correspondenc with Mr Scott, and you state that it is intended the this committee should sit during the recess of th Council." In this provision Lord Stanley's engl eye" discerns the initiative of a committes to pre pare measures for asserting the independence Australia. Permanent commillees meeting through out every recess, and debating either publicly c privately at their discretion, must ripen in Net South Wales into an institution subversive of almos avery other authority." It wrests from the Crown the prerogative of dissolution and prorogation for many practical purposes It does not give the committee the power of loally concluding any ar- rangement without special delugation. It does not give it the power of lerying or appropriating public moneys. It gives it no power that can be dange ous, and none that is unncosserry, seeing how re nole New South Wales is from the seat of the im perial Government and how necessary that no time should be lost in correspondence kept up as such a distance. The plain English of Lord STANLEY'S objection is, that it seeks a plea for making arrange- ments that shall render the agency as inefficacious as possible.
Again, Lord Stanley remarks: "I observed that, of the fourteen gentlemen thus named, one only is taken from the members sitting in Council by the nomination of the Crown. But I think it indis pensable that such a committee as this should have the same proportion as the Councilitseif. A com- mittee such as this should be composed of the fittest and mist trustworthy members, however they come into it. Sometimes a larger and sometimes
a smaller proportion of oud of the the case my thus be placed upon it. Lord Stanley's suggestion is injudicious, to say the least By the practice of the House of Commong the committees are gene- rally named alternately Ministerial and an Op- gurupe, Manila and Coir Cordage of all sizes; ansition member-in order that a fair balance may Spunyar, Worming, Marline, Hombro' lines, Lead be kept between the parties.
