FRANCIS C. MACGREGOR.

To The British Merchants and other British Residents al Canton.

Canton, 15th October, 1846. SIR-I have the honor of informing you that a Meeting of the British Community was held this morning to take into consideration the steps proper to be pursued in consequence of the issue of your Circular of the 13th Inet: and as Chairman of the Meeting I am directed to address you on its grave

contents.

The Community have, as you are aware. been organized for more than three months for mutua perty in case of fire or riot, and for the purpose of defense, for the protection and removal of their pra communicating with you on any subject of general interest or utility.

The scheme of the organization was communi. cated to you and you authorized us to state that it give # had your approbation, though you could not your official sanction, and you further said that you had yourself contemplated proposing some such arrangement to us when you should move into your new Factory.

In no respect have me departed from the scheme as originally explanied to you: a handful of men among thousands, hopeless of aid from the Chinese authorities and with only a very small British force al hand valuable indeed by its presence to provesDI attacles, but which we are informed has orders not to act unless expressly called upon by the Chinese Authorities, believing ton, that this protection would from the Chinese authorities, since for fear of their at any moment be withdrawn at the slightest hint nisgivings it was long denied to our argent repro sentations, in such a suition Sir, to what have wa to trust for life and safety? Surely to our own re sources to unson, order and to firniness.

We cannot view a popular outbreak as merely a possible even within these few days one wasthiest ened and violent placards against be very hely dis graced the walls and we see nothing in the present aspect of affairs to encourage the bone tout distur bances which have happened so often will not happen again In these apprehensions wenust conclude that you partiernate since you thought it expedient to order the Nemesis to resume ber station opposite The Factories!

Deeply interested as we all are in the preserva- tion of tranquillity, it could be strange indeed, if as i body the Community acted so as to endanger it, and we wonder therefore, that it should be necessary for us to inform you, and through you. His Excellency, that we hare studiously avoided all supernovs display and as far as possible any display whatever, feeling it nowever to be need fal for the preservation oor lives that we chout earned we have sougla to learn the use of arms and surely such knowledge cannot be considered unnecessary when in Hon- cong self under British authority and strengthen i by a powerful garrison it has been oficially declur- ed unsale to walk about without weapons.

We conceive that we have a perfes right to 03- semble for drill, or for any other exercise, but we bave only het on private ground worn the walls R our own Factories, where none but our own domes tics have any business, and perhaps the workmen agaged in the few unfinished house some distance from our place of meeting In oing to and from the place of meeting we have made no display by marching in body, but have assembled and dis-

as possible. persed individually and as quietly a

We cannot see that such proceedings are at all calculated to endanger the Public tranquillity, but we firmly believe that they tend very greatly to easure our own Bafety. It may be that the rabble will bear with whok some dread of the measures we have taken but we doubt not that most of the well disposed Chinese in our neighbourhood rejice si then, as conducing se much to their safety as to our own, and rarely the organization and control under which we act greatly lessen the chances of riot aris ing from the precipitation of individuals among our

number

In reference to the concluding paragraph of your letter, having now fully explained the motives for and manner of our proceeding. I am directed to observe that every member of the community is perfectly aware that he is hablo to the Law when he shall be proved to have offended i, and in co- clusion we request that you will distinctly inform on behalf of the Commity whether it is intended to forbid, and whether you do forbi, declaring t illegal the organization of the Community for the purposes and under the circumstances already expla
