The people of the streets would not endure his proceedings, upon which he dared to get up an accusation, and in a disorderly manner instigate the High Autorities to lake legal measures quoting the treaties in order to coerce them, he brought false accusations against the local Mandarins of our district, and his conduct is in all respects intolerable so that our hair actually stands on end with rage when we think of it. We consider that in your states and countries the governments are conducted by public discussions and the laws are impartial, the reputation of which has long gone forth in the world; Now, as Pa-n las been charged with the duties of Earor, he ought, of course, to act in cou formity with reason to maintain the treaties, and mis serve purity in the discharge of his public duties in order to preserve the reputation of your countries But how can be be expected to control the Mar- chaute and people, when after having had charge of the office but a short time he, relying on the power of an officer to use force, has wandonly-sprud injury in every place where he has gone to in the suburbs of the city, thus bringing great disgrace upon the rules of officers.
