His Excellency the Governor returned in the Vulture on Sunday; having visited Foo-chow- foo, Chasan, Ningpo, Shanglii, and we believe Amoy. We are not sorry that Sir John Davis is again at the head of his government, as from the state of affaire existing in Canton, it is ad visable that the accredited Representative of Great Britain to China, should not be far from the provincial city, and we believe that his diplomatic powers cannot be deputed to the Lieutenant-Governor of Hongkong, even sup. posing that they would be in able hands, which is at least questionable.

From Canton we learn that the Pirates who re-

A friend has sent us the following copy of a Cir- cular issued by the Consul at Amoy, requesting us the same time to call the attention of our Con temporaries in the Straits to the subject, as many of those who are naturalized British subjects in that quarter are probably not aware of the necessity of earolling themselves in the Consul's Books. Such parties are in most danger of being interfered with by the Chinese there, and may be misled by trust- ing exclusively to the Governor of Singapore's pro clamation some time ago, that on coming here they will receive British protection, and so neglect the additional means of spourity-
