In a case of impeachment a committee could examine the con fidential papers, but the executive woolf'nel, gpon any light occasion, allow them to be published, for it would destroy the object of the fund. He had pot yet used any of the fond, but should not hesitate to do it, if occasion required. No President would use the fund except in extreme cases.
Mr Ingersoll then alleged that Mr Webster pro- posed a special mission to seale the Oregon ques tion, and make a commercial treaty, Mr Webster had denied this, and Mr Adams, being appealed to, declared, as chairman at that time of the Committes on Foreign Affairs, that Mr Ingersoll's allegations were utterly untrue and unfounded. The affal ended in the President's message establishing the failure of Mr Ingersoll's charges being printed.
