Diplomatic Department, GOVERNMENT NOTIFICATION. Complaints having in some instances been made of the incompetency of Chinese Pilots, the Masters of Merchant vessels are reminded that they should consult their own security by taking proper care to employ only such persons as have obtained a Li. cense in English and Chinese from the British Consul, granted on the production of certificates from at least three Masters of Merchantmen as to the requiete degree of qualification. FOO-CHOW-EOO.

We are informed by a recent visitor that there is a decided improvement in the aspect of affairs at this port. The populace are more respectful in their demeanor towards fo- reigners, though there are still grounds of com- plaint on this score. From the extract of Mr. Alcock's despatch to the Superintendent of Trade which we publish, it appears that the Interpreter to the Consulate had being insulted in the Tartar division of the city. It is satis factory to hear that the remonstrance of Mr. Alcock had sufficient influence with the Go vernor General, to induce him to inflict on the insolent Tartars a degrading Chinese punish- ment, from which they have hitherto been exempt. Mr. Alcock's energetic measures deserve all praise, and will gain him the res Pect of the Chinese, as well as the good will of his countrymen in China, whose comfort and safety, whilst resident at the consular ports depend in a great measure on the character and sentiments of the Consul.

In commercial matters, there has not been much done, but there is some little trade, which in all probability will increase gradually. An English commercial Agent has, through the instrumentality of Mr. Alcock, obtained suitable premises for stores and a dwelling house, and formed the nucleus of the future foreign commerce of Foo-chow-foo. Que.or two cargoes of goods from this port have been partly stored, and partly sold at fair prices. In the outer waters there is a considerable traffic in drug.
