MIDNIGHT.

In our last issue we copied froth the "Naval and Military Gazette" of the 14th June, an extract from a letter dated Hongkong 23rd January. We intended to have made a few observations upon this letter, which we fear has been dictated by other feelings, that a desire to benefit the service of which the writer is evidently a member, but our attention was engaged, and in truth we I were desirous to make enquiries as to the correct- ness of some of the allegations which the letter

contained.

We believe we may say, that with one or two exceptions, it has been signed by all the proprietors now on the island; and the ex- ceptions, do not disapprove of the memorial itself, but merely of the manner in which it has been got up, as being too private. It may be open to this objection, but in matters which concern the interests of so many, personal feelings should be set aside.

We fear that this memorial will not produce. the desired effect. In the first place, it is a fatal error, memorialising Lord Stanley. If any one member of the Government, has advised or sactioned the taxation system, and the other ruinous steps taken by the local Executive, he is the man." In the late instance of New Zea- land, we have had some evidence of his Lord- ship's feelings towards colonies-he sends out a Governor with public instructions of a certain When occasion has offered, we have always description, but in addition to these, he has pri- vate instructions, which are only brought to to the extreme care and cheerfully testifie! attention which the Major General in command light, after the colony has been rendered bank- in China bestows upon the troups; and this we have rupt through bad management. We apprehend, done wost disinterestedly. Opposed to the evil that those interested in New Zealand, might government, of which Major General D'Aguilar have memorialised the Secretary for the colonies is a prominent member, we admire the parental to very little purpose. They, however, took a care with which he his guarded the interests better course, and brought the subject at once of the Soldiers; we were therefore the more before parliament, where it could not be stifled, astonished at the persual of theletter to which and the obnoxious Governor has been recalled, we refer-and yet the more especially that it Had the memorial to Lord Stanley, from a par- is from a military pen and appeared in a military ticular body of the inhabitant, been a petition to the house of Commons, from all the inhabitants, The most serious part of the charge brought and had that petition been suitably supported forward by the Hongkong correspondent-for it is the desired result would have been obtained-- a charge however loosely worded-is the neglect on the part of the Commander in Chief to provide a the attention of parliament and of the country would have been drawn to the vagaries of the suitable Hospital. The falsity of this charge was prominently brought within the immediate sphere Hongkong officials.
