COLONIAL.
Capt. Fitzory, the Governor of New Zealand, has been recalled.
It is understood that the office of Chief Justice of New South Wales, wacant by the recent death of Sir James Dowling, is to be filled up by one of the learned gentlemen already in the colony.
The Provincial Parliament of Canada was pro- gued by Lord Metcalfe on the 29th March, previous, to which his Excellencr gave his assent to 70 bills, reserving seven for Her Majest's expression thereon. These bills, with 37 previously assented to, amounting altogether to 114 bills, comprise the business of the session.
The Legislative Council, previous to the proroga. tion, had urged the expediency of a sessional allo- wence being granted to members, similar to that received by the Legislative Assembly, and had made application to that effect to the Governor-Ge- neral. His Excellency states, in reply, that having attentively considered the proposition, be is not. prepared to recommend it to the consideration of the Legislative Assembly.

The limit proposed by Sir R Peel for the circalation of notes by the Scotch and Irish banks is based on the average of 13 lunar months from the 27th of April, 1814. As thes average will include the return to be published for the month ending the 26th of April, 1645, which has not yet appeared in the 'Gazette, the absolute average cannot be at present found. The following, however, is an approximate estimate, scription. The market is dull, and for other kinds of Tea asaming the April return not to differ materially from the one preceding it

Metals. A further decline has taken place in Scotch Iron, speculators still pressing sais; some parcels have been sold at 80s, and it is reported that a lower figure has been accept- ed for a large parcel. Pig in the Clyde is now quoted at 800 to 85a, Bar in Wales 91 108 to 101, Pig in Wales ol, British Bar 101, and Rods 11 to 11 5s; at these rates, however, exporters and speculators have been tempted to buy freely, and a large business has been done at some improvement,
British Pig and Sheet Lead continue in active demand, and
prices have advanced 10s to 15s during the past month. Of Foreign there is none at market, Tin Plates are in excel- lent request at advancing rates. Spelter is flat, and prices are looking downwards; on the spot 221 to 221 69, and for arrival 221. Copper maintains its price, and a fair business has been done; British Cake 841, Best Selected 851, and Tile 831 per ton. Quicksilver is firm at 1g 6d per lb.
Piece Goods. For Corahs the demand has not been ac- tive since the last sales, and the few which have sold were of good quality, and placed at rather lower rates inferior goods quite neglected. In Bandannoes and Choppahs no al. teration to notice, Choppahs of fair quality in steady de- mand. Tussore Silk Cloth without improvement. Of Long. cloths, the whole of the old stock has been cleared from the warehouses. Blue Sallampores continue in good demand at about previous rates; the deliveries have boon good. For Madras and Venrapollam Handkerchiefs there is very little inquiry, except for the chocolate sistes, of which there are Handkerchiefs the deliveries have been fair; the present none in stock. In Nankeens no alteration. Of Black Silk low rates may extend consumption. In Pongee Silk and Handkerchiefs no alteration; deliveries fair.
Raw Silk.--Since public sales transactions have been very limited. Bengal is heavy, with little disposition to buy, though current prices are in some instances low. In con. sequence of heavy stock and the prospect of large import. ations, no great improvement can yet be expected upon pre- sent rates. For China prices have rather declined, and de- liveries have been far greater than for some years. The de- anaud for Taysaam has improved, while Canton has declined. In Brussa scarcely anything has been done, and prices are rather lower.

MANUFACTURING MARKET. Manchester. The market was very languid in the early part of the past month, and prices were in favour of the buy er. During the last ten days, however, a large business has been done, and the stocks of some kinds of goods, which had accumulated, are much reduced. For ths printing cloths, the demand continues very languid, and 36-inch. shirtings have rather yielded in value. Of 40 inch gold-end grey shirtings, or fine longcloths, in which an extensive, business has lately been done, stocks are again nearly clear. ed out, and makers are under contract for several wecke. The prices paid have been--for 56-read; 7 to 14 les, 7s 31- to 7a Gu; 60.reed, 7 lbs 10 10 12 oz, 8s 6d; 64-reed, & lbs 8s 9d to 98; 66 reed, 84 lbs, 98 6d to 9s 9d; and 72-reed, 0 to 91 lbs, los 3d. Of low grey jacconetts some consider- able lots, which were in bund, have been sold. Grey do. mestics have been sold rather lower. The twist market towards the close of the month, rather improved, and, No. 40%, which were 9id, are now lod; No. 50's, which were Ild, are lied; and No. 60's, which were 13d, are 134d. Cotton isid por lb higher than it was a fortnight since, and fd more than it was a month ago.
Hunt's Magazine, March. 1845. The markets have presented very little actuel change during the month, although there is every appearance that the stringency which the money market has evinced for some months, will now be relaxed, and the rate of discount become less. The operation of the government funds, in being with- drawn from the market, has ceased to affect the dis. counts of the banks unfavorably; and the state of affairs in Europe, by the last advices, is such as to warrant the belief that prices of the raw materials. especially cotton, are once more in the ascendant; and that while the imports into this country are likely to be less, the enhanced value of our exports will probably exceed that of last year. The price of cotton, in England, has undoubtedly seen its lowest point; and, at our latest dates, had already considerable advanced in prices. During the past six months of the cotton year, is has been undou btdly true that cotton has ruled at rates so low, as to yield no profit to the planters. This fact, alone, (so important an item in our general trade, internal and external is cotton,) is sufficient to produce that derangement which the present state of business presents, and which will be remedied by the pro- gressive advance of cotton. The export cotton, trade of England is larger and more profitable than it has been for years previously--that is to say,
years. but the quantity of cotton now worked up is greater money-values has been exported in former greater than ever before, and at a large margin of profit to the manufacturers, notwithstanding that the money-value of goods is less than in some former years.
This arises from the fact that the raw material, and cost of production, is lower than ever; while the price of goods has advanced from the low point of depression to which they reached last summer. The following shows the value of cotton goods exported from Great Britain, with the average price of cloth, yarn, and upland fair cot- ton, in each year :—
