To the Editor of the Friend of China. 818-By the ordinance No. 3, of 1845, 1 perceive that it is considered "expedient to make further provision towards defraying the Civil expenses of the Colony of Hongkong a tax therefore is to be put upon retailers of Tobacco and Shuff, This ordinance displays more than any yet issued the ingno. rance of the Council, if they imagine to raise any revenue by such a paltry tax, and it is much to be regretted that such emanations come forth and produce nothing. No person without a license is allowed to sell lees than a thousand Cigars does this apply to the small paper Cigars smoked by the Chinese, if so it will cause a strange commotion among the Chinese Shopkeepers and it will be a rarity to a Chinese Couly to be told he can't have less than a thousand; very

The Lener from Boston brings dates to the 5th of April. By this, nor by the previous arrival from New York, have we received our usual files of American papers. Our con- temporary of the Register has, however, been more fortunate, and from him we learn that some of the vessels from China to America had

The Lenox has brought a cargo of Ice, which will be landed in a few days, and stored in the house prepared for it. We understand that the Ice has arrived in fine order, and do not doubt that the inhabitants will readily avail themselves of so great à comfort in this sultry climate.

To the Editor of the Friend of China. EFFECTS OF TEMPERANCE IN THE ARMY.
Mr. Editor,--Taken it for granted that you are our friend, therefore what gives us occasion of rejoicing will not be to you uninteresting, We speak now of the pleasure it gives us to hear of the triumphs and of the fame of the beres of temperance. The advocates of temperance are not now a small number consisting of a odd one here and there--but a great hostman overwhelming moral power daily acquiring renewed vigor from the cuntant increase of its numbers and multitude of its conquests; and having for its ultimate ob- jear the total exurpation of DRUNKENNESS,But whilst so
many are throwing off their Chnias, and being resecned from its slavery, it is lamentable to see, in the racks of the Army, so many passive victimes to isa tron yoke. Comrades it is our besetting in--it is a reproach to us--it is the in- variable source of all the trouble and crime amongst us. But let us not despair. The remedy is in our own hands. The work is ours, Only let us no longer remain inactive While so fearful a foe is anongs, us evastating our ranks, mind, ne parlay, me muce, no quarter, utter extermination is watchword. Fact, and not till hen, is our liberation effected, Now let us for a moment contemplate the happy results of our victory. No more forfeitures of service, ol additional pay, of pensions, no courts martial, no, de- faulters book, no red mak, the insignia of drunkenness, no dry rooms, no solitary cells, no prisons, any longer consider ed as necessary appendages to military buildinga.

In the precis of miscellaneous events we read of a sad accident at Yarmouth on the 2nd of May, by which it appears that upwards of 100 lives were lost. Nelson, the clown at Cook's circus, had undertaken to swim in a tub, drawo by four geese from the draw bridge on the quay, to the suspension bridge across the North river. A dense crowd had collected on both banks of the river to witness the feat. We have advices from several of the trading ports of China, but they all represent the mar kets as being extremely dull, for imports, and long prices asked for articles of export.
At Canton on the 19th Instant, there was no demand for imported goods of any descrip- tion. Grey shirting lately sold at $2.10 cents duty paid, are now valued at $1. 95. if pushed forward. There is still great competition for the new Congons, though the market was somewhat quieter at the date of oar letter, 7 Some chops had been secured at as much as 645 taels. On the 30th of June, at Shanghai, the Junk people were buyers of piece goods from second hands for less than they could get similar goods from Importers. The monied native speculators, however, held out for price, and did not appear inclined to press their stocks on the market. From the United States there is nothing par- ticularly new. Mr. Polk's oration, (which is of that description which Mr. Samuel Slick has denominated Bunkun) makes little sensa tion in the States, where clap trap effusions are better understood than by the matter of fact denizens of the old world.
