A message from the President states that negotiations are still in progress, and that they are conducted on both sides in an amicable spirit, with a probability of being brought speedily to a close; he therefore, declines furnishing the correspondence called for. Under such circumstances it is thought that the Senate will not agree to the bill from the House of Representatives for organizing a territorial Govern ment in Oregon; but if the negotiation should result | in a failure, and the fact be communicated to the Se- nate before the adjournment, a joint resolution will be passed by both Houses, requiring the President to give to the British Government the 12 months" notice re- quired by the treaty, There is a rumour thai 3fr. Reverting to the subject of New Zealand, we must in fairness consider the position of the abori- gines, whom Capt. Fitzroy is charged with unduly favouring.
