OVERLAND MAIL. Yesterday afternoon the mail of the 7th March arrived per Island Queen from Bombay; the post master immediately put us in posses. sion of our monthly papers from which we give a brief summary of news.

On the 22th of Feby. Dr. Bowring moved in the house of Commons for a copy of the correspondence which had been received from Hongkong relative to the registration ordi- nance and the subsequent withdrawal of that ordinance. Ministers refused a copy, Mr. Davies not then having reported his They reasons for abrogating his own act. considered some regulation of this kind neces- sary, though one less inquisitorial in character than that referred to. Mr. Hope and Sir Ge- orge Staunton both complimented Mr. Davies on his former services in China, and therefore thought that, in the absence of information on the subject, Mr. Davies was entitled to credit for believing that such a regulation was neces- sary. Dr. Bowring in withdrawing his motion intimated his intention to bring it forward on a future occasion. When he does do so, it is to be hoped that Minister will be better informed on the subject. It is gratifying to find that a member of Dr. Bowring's standing and attain ments is directing his attention to the affairs of this colony, and there can be no doubt of his doing so to some purpose. Objectionable as the registration ordinance was-as originally passed-it is nothing compared to the brand. ing act of 1845; and it may well be believed, that if the inquisitorial and insolent enactments of the one astonished the people of England, the cruel and barbarous decrees of the other will be received with universal indignation.

Sir William and Lady Follett have arrived in Park-street from Italy. The learned Attorney General's health has greatly improved.

The widow of the Inte Hon. R. Otway Cave found amongst her decensed husband's private ro cords an imprefect memorandum of his desire to convey 20,000 to Sir De Lacy Evans, as a tes- timony of personal regard. With an affectionate respect for her late partner, this high-minded lady promptly acted upon the minute, and transmitted the whole of the above sum to the gallaut ollicer.

COMMERCIAL, INTELLIGENCE.

The arrival of a vessel from Louisiana at Liverpool with sugar sugar, 12 lhda, created some sensation; and Mr. Thornely demanded from Sir Robert Poel, whether it was intended to charge on this slave-grown sugar the same duty as on sugars the produce of China, Jave, or Manilla? The Minister replied that, under the Reciprocity Art, his impres. sion was, that Louisiana sugar must ha admitted on the same terms with those from China, Java, or Manilla.

The sugar aules at Amsterdam on 25th ult, comprising 13,13) Kranjangs, went off, contrary to general expectation, fully frina below the taxed value, except for the finer qualities, which realised previous rates.

The state of the Church of England continues to be very unsatisfactory, and has engaged the attention of the House of Peers. The recent proceedings in the diocese of Exeter, were brought before the house by Lord Fortescue, upon the presentation of a petition praying for legislative enactments declaring what part of the rubrics were still binding. Dr. Philpotis as cribed his motives, for insisting upon rubrical observances to the necessity of establishing uniformity of warship.
