defects of the local legislature; and we are painfully reminded, that the prosperity of the colony has been retarded, not designedly, or from, sinister motives, but from a lack of practical knowledge among those who rule. We would not unnecessarily refer to such un- pleasant topics as the ordinances that have passed the Legislative Council of Hongkong, but we would ask the members of that Council, do you believe that had there been two members with you unconnected with your government, men of experience, and long acquainted with China, that you would have passed ordinances which are reprobated wherever they are read. and which have shaken public confidence in your prudence, your wisdom, and your firmness? In anticipating an early change in the person who is head of the Executive, we trust that our nex! ruler, for his own sake, as well as for that of the colony, may be aided in truth with a legisla- tive Council, and not a mere Council of advice. An elcutive legislature in Hongkong is ridicul ous; as in other small colonics, permit His Excellency to nominate a cortain number of the influential members of the community to represent the interests of the colonists, and many difficulties which now beset the govern-

When we formerly alluded to this subject, we were under the impression that, the lease granted for crown lands, stated that rent should in dollars at the exchange of the day, on referring to the lease itself we find we were in error. Rent is to be paid at the rate of ex- change by which public servants were then paid, or at the rate which afterwards might be fixed for paying them; then the rate was fair for both parties, now the landholder is treated with injustice and the public servant is over paid.
