CHUSAN

Our advices from this Island are to the 4th inst. It is reported that, a formidable rebellion has broke out in Formosa and is spreading over the Fokien district The Tartar government at Peking, are apprehensive of a general revolt throughout the empire, and are building numerous strong forts in commanding positions.

The current believe is that the Chinese Manda- rines will resume jurisdiction over Chasan; but that foreigners will be allowed to remain, also a garrison of British troops for their protection-such an opinion was prevalent among the native.s

The, Harlequin had been on a mud bank in Gough's passage, and at one time it was doubtful whether she would be got off before the highest spring tides, she passed Chusan however on the 4th on her way to Shanghae. The Tory from Singapore was also ashore at the entrance of the Woosung river, and will have to discharge her cargo.

the departure of ships sailing with cargo on board deliverable here then one of the chief duties of his office is if no avail, and the sooner we are relieved from the expense of an official appointment which is only one in name tho better. The duties of Harbour Master and Marine Magistrate are important duties, and do not solely consist in signalizing ships enter ing the harbour, or settling squabbles between Masters of vessels and disorderly seamen-so far as the first of these is concerned any man from before the mast, if he kept sober, would be perfectly qualified, and the second could be dealt with before the ordinary police court as is usual in other countries. If our ideas are cor- rect, the Marine Magistrate is bound to protect the Merchant as well as the seamen he is bound to punish the Shipmaster, who would break faith, as he would any other person who does so, or at least upon application being made, detain the ship until the matter is settled legally, or security given for losses sustained by the non-fulfillment of the contract. Ac

urding to our old fashioned notions such ap. would be his mode of procedure, but it pears not. Ho has no power to detain the ship-no power to punish her Master-no pow- or to enforce delivery of the goods-no pow- er to do anything-In short his duties are so cir cumscribed that, it is difficult to say what they are; his power so lunited that, it is questionable whether he has any power at all." There re- quires some remedy for this evil-we hear of Rice a perishable commodity, being carried to Whampoa and thero detained to the serious loss of the consignee, the same with Saltpetre, with metals and with manufactured goods. If the Ma- rine Magistrate cannot protect the community of Hongkong from such grievions hardships, if not positive frauds, surely the Chief Justice can do so on proper application being made. We are told that he cannot, but we do not believe the Pride of Kildare, assertion-our informant must be in error. Ifis Honour as a mercantile lawyer is not unknown, Gipsy, and the binding nature of bills of lading must be familiar to him, as well as the imperative necessity that exists for enforcing them. It is to be hoper that, the question will brought to issus that is, that application will be made to the court to detain the first ship that attempts Thietto, leaving the harbour having goods on board for Hongkong,

Io our last insue, we were scarcely correct In stating that several robbers had been shot by the guard at Macao. It now appears that a party of Chin Chew men had taken up their quarter in the campo, where they erected mat houses, supposed to be for gambling and other disreputable purposes. The authorities of Macao, warned them to leave, their settle ment there without permission being illegal; no heed however was taken of the intimation, and it was therefore determined to drive them off by force of arms and destroy the buildings. A body of Portuguese soldiers, were sent for the purpose aided by the slaves, belonging to the public service, all well armed, The Chin Chew men were nothing daunted; armed with swords and pikes they stood their ground
