SIR,With reference to the Sugar Duties Bill, of which a Copy has been already forwarded to you, I have to observe that although the Port of Amoy, and perhaps Canton, would seem to be tho principal Marts whence Chinese Sugar will be shipped for England, it is my wish to be furnished with the most precise information as to the pros pects of this Trade from all the Consulates.

The Act requires that a Certificate of Origin should be granted by the Consul in every Shipment of Sugar, and I have to observe that the declara. tion of the parties before the Consul must be in writing, but not upon oath. As all the Sugar produced in the dominions of the Emperor of Chi- na, whether in Formosa or upon the main land, is the product of free labor, and as no foreign Sugar vhatever is imported into China, your course of proceeding in accordance with the act (to which I again draw your particular attention) will gene. rally be a very simple one. Sity For sonle weeks both yourself and your correspon. dents have been sneaking loud in praise of the lives number of workmen engaged upon the various roada nud streets of the town. There is one thing you and your friends however have seemed to overlook in this matter, and that is, that thete obfeats to be a studied determination to finish no job which has been begun. There have been quite a sufficient number of laborers employed within the last two or three weeks to have completed in a useful and convenient mannor several of the more neededstreets just in the midst of the town, but great care is taken to withdraw the workmou "just before even the very shortest street is made conveniently passable. In her diplomatic representatives and arrangements, England has ever been unfortunate; somio of the most splendid trophies of her arins have been thrown away with the reckless indifference of improvident youth, or wiled away by address and duplicity. Her diplo matic simplicity has been maintained to the last- the conning insertion of certain clauses in a Supple- mentary treaty has rendered in no small degree the brilliant success of our arms unavailing.

If the Chinese Authorities wish to comperata with our government in a system of registration, having für its object the protection of couating vessels from piratea, our Government; will pro bably entertain any proposition, having for its object an extension of the protection now afforded ; but the cartying into active operation any plan for such a laudable purpose, so far as Hongkong, or the inhabitants of Hongkong are concerned, must be left exclusive to the colouml Authorities, who are perfectly competent for the task without any secret aid from Chinn
