Sin HENRY PottingER -The late arrivals from China announce that Mr. Davis had landed at long-Kong, and assumed the Government of the Island and the superintendence of British af fairs in China, and that Sir Henry Pottinger was about to take his departure for England. flarely has it been the happiness of an individual to return to his native land with more substantial claim on national gratitude. Whether we consider the ex- tensive interests confided to him, the difficulties which lay in his way, or the complete succes: which has attended his efforts, it is difficult to con template his distinguished career, during the last three years, without something like a feeling of envy. His name is intimately blended with events which constitute a new era in the annals of eastern commerce, and of which it is impossible to foresee the eventual effects. The populous and wealthy empire of Chiun had for two centuries been shut out from intercourse with the civilized nations of the west by the extreme jealousy of its Cabinet, This exclusiveness produced as its natural result, an arrogant idea of the power and resources of the empire, and a boundless contempt of all other na tions. In the course of events, China was involved. in hostilities with the foremost of the European powers, and our armies were traversing its shores. and our fleets blockading its coasts, not for the purpose of conquest, but simply to induce the Em- peror to descend from his fancied elevation, and enter into commercial relations with us on terms or equality. After two unsatisfactory campaigns, the Chinese Government was alarmed by our pro gress, in the third year. By the aid of Steam, a fleet of seventy vessels was conveyed up the noblest river in the country and securod the command of the great canal, and anchored under the walls of the ancient capital. The Chinese Cabinet imme diately yielded to the emergency of circumstances, granted all our demands, and entered into relation ship with a foreign power on terms of equally for the first time during the present dynasty. *
The merit ofthe plan which enabled us in deal. ing with so vast a body to select for our point of attack that vital part,the touching of which brought the Chinese to reason, belongs to Sir Robert Peel's Cabinet. The renown of having beaten the Chinese, and constrained, them to sue for peace, is shared between our army and our navy,→→Sir Hugh Gough and Sir W. Opux-On the result of the fifth sale being know, "Now Patna advanced to 8785. The arrival of the Ariel
Red Rover" and "Anna Eliza," and the knowledge that largo shipments or on the way, has checked those who shewed a disposition to spaculate in the drug. In the mean- - time, prices are nearly nominal, Patine (ooly a chest or two) has been sold at 8705, though some holders quote at $810. We do not anucipate any jhrmanent rise on $765, and if there is a change, we think it will be favourable to the purchaser. The janke from Singapore have carried a large quantity to the cost apt leser than 1,500 chests, which was purchased at 3100 less than prosent quotationire, which may for a time koop down prices there, and the knowledge har large quantities must come on, induce, bugers to be cautous here. In India, however, the holders appear to be firm, and- provided they can hold the drug, sending on small parcels, not under advances, they may keep the markot up in China, but we are inclined to doubt their ability to do ius.

We have looked with much care through our files of the Friend of China, to discover on what ground these heavy charges are brought against the illustrious
us individual under whose rule we "nowlive," as the Editor of that journal designates him, and what heinous delinquency lins deprived him of his well-earned laurels. But we can dis- cover nothing beyond a single article, the 17th, of the Supplementary Treaty, which has excited the wrath and extinguished the gratitude of the mer- cantily community. * We would not,” says that Editor, bear the opprobrium of being the framer of the Treaty, even were the glory of forcing China to an honourable peace to be transf rred as an equivalent for the shame entailet on the con tractor of this humiliating convention of trade." It appears that vessels of 150 tons are required to pay harbour dues at Canton only at the rate of one muce per ton. But no such arrangement has been made regarding the other ports, “With respect to Fouchow and the other ports," says that article, "as there are no small vessels of the kind coming and guing, it is not necessary to make any regula. tions." Hence it is surmised that such vessels on visiting the other Consular Ports will be obliged to par harbour dues, as large ships, at the rate of five mase the ton; and that the amount of these dues for a short voyage will be £100. Thus the j spect of making "Hong-Kong the head-quartois of extensive mercantile transactions," and of a lu- orative coasting trade is disappointed, and goods gen. We cannot see any obstacle to the renewal of negotiations, when ever there may be any vessels "coming and going at Fouchow and the other ports, with the view of demanding that they be placed on the same footing as similar vessels at Canton But, even supposing this clause had effectually and finally sanctioned the higher part duas for small craft at the other ports, the Editor himself exonerates Sir Henry Pot- tinger from any deeper guilt in this matter than that of • having been duped." He distmelly says that it is a "Chinese trick, devised purposely to render the liberty of trading at the Northern ports nugatory;" that they have "by a superior know. lodge of mercantile and shipping affairs, indured Sir Henry to sign a treaty by which the privilege is in a great measure rendered useless," and, finally, he says that His Excellency was not aware of this obnoxious clause. And it is by this sin of ignorance, by the guilt of having been duped by the trickery of the Chinese, that all Sir Henry's claims to the gratitude of his country, by three years of honourable and successful exertion in a new and untried sphere, are at once annihilated. and he is deemed worthy of denunciations, which nothing but the most infamous and unprincipled conduct would render justifialde-Friend of India, July 18th.

For the second class, the tea-mon shew a disposi tion to relax in their exorbitant demands, but the run is all on fine teas, it being the impression that, from the large stock of the old orop already in England, and deteriorating in value by age, the fine new teas first brought forward, will command good prices.
